Atty. Roberto C.O. Lim
Collaborative Future Alliance (CoFA)

Roberto is a senior transport policy executive, lawyer, and corporate governance professional with an extraordinary record of leadership across aviation policy, regulatory reform, and public-private partnerships in the Philippines and beyond.
He served twice as Undersecretary for Aviation and Airports at the Philippine Department of Transportation (DOTr) overseeing national aviation and airport policy across the Civil Aviation Authority of the Philippines (CAAP), the Civil Aeronautics Board (CAB), and the country's major airport authorities including MIAA, Clark, and Mactan-Cebu. He also led the rollout of the Public-Private Partnership (PPP) Program of various airports.
Critically for ASAFA's mission, Roberto was instrumental in advancing the formulation of the Philippines' Sustainable Aviation Fuel (SAF) Roadmap, coordinating closely with the Department of Energy, Department of Environment, the Philippine Coconut Authority, Airbus, and Boeing, and aligning with ICAO's CORSIA framework.
His aviation career also includes serving as Vice President for Legal Affairs, General Counsel, and Corporate Compliance Officer at Philippine Airlines Inc., and as Country Head of IATA Philippines, where he led the Philippine aviation industry's successful recovery of its FAA Category 1 safety rating. He also served as Vice Chairman and Executive Director of the Air Carriers Association of the Philippines (ACAP), steering the industry through the COVID-19 pandemic.
Currently, Roberto serves as Director and Treasurer of the Collaborative Future Alliance (CoFA), advancing ESG and clean fuel programs aligned with ICAO CORSIA, and as Trustee of the Philippines-Australia Business Council (PABC). He has taught Administrative Law and Corporate Governance at the De La Salle University-Far Eastern University Joint MBA-Law Program and is currently teaching Transportation Law at the Lyceum of the Philippines University College of Law.
He holds a Bachelor of Laws from the University of the Philippines and a Master of Laws from King's College London, and is admitted to the Bar in both the Philippines and Australia (New South Wales).
